title: "Mistral alternatives: non-US and Canadian AI APIs in 2026"
description: "Eight model APIs from companies headquartered outside the United States, Mistral included for context: where each runs inference, stores data, bills, and who it suits."
competitor: "Mistral"
vendor: "Mistral AI"
category: "alternatives"
canonical: "https://augureai.ca/compare/mistral-alternatives"
updated: "2026-10-28"
summary: "Alternatives to Mistral from companies headquartered outside the United States include Augure and Cohere (Canada), OVHcloud (France), Aleph Alpha and IONOS (Germany), AI21 (Israel), Nebius (Netherlands) and Upstage (South Korea); Augure is the one that stores data in Canada, runs inference on Canadian infrastructure and vetted EU partners, never US providers, and bills in CAD."
faqs:
  - q: "What are the alternatives to Mistral that are not American companies?"
a: "As of October 2026, model APIs from companies headquartered outside the United States include Augure and Cohere in Canada, OVHcloud in France, Aleph Alpha and IONOS in Germany, AI21 in Israel, Nebius in the Netherlands and Upstage in South Korea. A non-US headquarters does not settle jurisdiction on its own: check each vendor's investors, subsidiaries and hosting."
  - q: "Which Mistral alternative keeps data in Canada?"
a: "Augure stores customer data in Canada and runs inference on Canadian infrastructure and with vetted EU partners under zero-data-retention agreements, never US providers. Cohere's hosted platform runs on Google Cloud in the US per its Trust Center, with Canadian capacity under construction. The other vendors on this page publish EU, global or unspecified hosting."
  - q: "Are these APIs OpenAI-compatible, so I can switch without rewriting code?"
a: "Augure, Cohere (compatibility endpoint), OVHcloud, IONOS, Nebius and Upstage each document an OpenAI-style chat completions endpoint. AI21 uses its own SDK, and Aleph Alpha publishes Kolibri as open weights with API access on request. For most of them the change is the base URL, the key and the model id."
  - q: "Is Mistral itself a non-US provider?"
a: "Yes. Mistral AI is headquartered in Paris, founded in 2023, with EU commercial terms. Its terms and DPA do not name a hosting country, and the Mistral Large 4 announcement says the model is available across multiple regions worldwide. The reason to look elsewhere is usually Canadian storage, a Canadian inference tier or a feature Mistral lacks, not jurisdiction in the abstract."

# Mistral alternatives: non-US and Canadian AI APIs in 2026

If you build on Mistral's La Plateforme and want a model API from a company headquartered outside the United States, you have eight candidates as of October 2026, Mistral itself among them. This page is for Canadian privacy officers, CTOs and developers who need to say where a request runs and under whose law. Each entry comes from the vendor's own pages, checked on 2026-10-28, with "not published" where the vendor says nothing. Entries are ordered by country, then name. For the two-way comparison and migration guide, see [Augure vs Mistral](/compare/mistral).

"Non-US" means headquartered and incorporated outside the United States. That alone does not settle jurisdiction: US investors, a US subsidiary, a US stock listing or hosting on a US hyperscaler can each matter. We report those facts only where the vendor or a reputable source publishes them.

## Augure (Canada)

Augure is a Canadian company with no US corporate parent and no US investors. Customer data is stored in Canada. Inference runs on Canadian infrastructure and with vetted EU partners under zero-data-retention agreements, and is never routed to providers in the United States. rosedale-1 runs on Canadian inference in Ontario; tofino-3 and the Augure Open models are served only in Canada. Canada-only accounts fail with `503 residency_unavailable` rather than being served elsewhere. Customer data is never used to train models. The OpenAI-compatible API at https://api.augureai.ca/v1 bills in CAD: ossington-5 at C$1.50 and C$3.00 per 1M tokens, tofino-3 at C$0.60 and C$2.00. Limited US processing exists for payment card networks and email delivery only, documented in the privacy policy. Migration: [Augure vs Mistral](/compare/mistral) and [the OpenAI-compatible API](/docs/openai-compatible).

## Cohere (Canada)

Cohere, founded in Toronto in 2019, sells the Command, Embed and Rerank models and the North platform. Its Trust Center states that the SaaS platform is hosted on Google Cloud in US-Central and that Cohere does not use servers outside the US; private deployments run in your VPC or on-prem. Training is opt-out. Investors named in our earlier comparison include Nvidia, AMD, Oracle and Salesforce; Canadian hosted capacity in Merritt, BC is expected late 2026 to early 2027. On September 16, 2026 Cohere signed a definitive agreement to combine with Aleph Alpha, pending regulatory approval. It beats Augure on embeddings, rerank, air-gapped deployment and published certifications. See [Augure vs Cohere](/compare/cohere).

## Mistral (France)

Mistral AI, headquartered in Paris and founded in 2023, sells open-weight and commercial models through La Plateforme and Le Chat. Its commercial terms (September 25, 2026) and DPA (July 27, 2026) do not name a hosting country; the Mistral Large 4 announcement says the model is available across multiple regions worldwide. Training is off by default with exceptions for opt-in-by-default products, feedback and Preview models. Small 4, Large 3 and Ministral 3 ship under Apache 2.0. Prices are in USD with a EUR toggle; Large 4 lists at US$1.36 and US$4.18 per 1M tokens. Keep Mistral if EU jurisdiction is the requirement or you want weights to run yourself.

## OVHcloud AI Endpoints (France)

OVHcloud, a French cloud provider founded in 1999, serves more than 20 open-weight models behind an OpenAI-compatible API. Its Canadian product page says the service is hosted and run in the European Union, and the capabilities guide names Gravelines, France. OVHcloud says it stores nothing beyond what billing needs and never trains on your data. Prices are in EUR: gpt-oss-120b at EUR 0.08 input and EUR 0.40 output per 1M tokens. ISO 27001, SOC 2 Type II and HDS are stated. No Canadian region exists for AI Endpoints as of October 2026. It beats Augure on token price and model choice. See [Augure vs OVHcloud AI Endpoints](/compare/ovhcloud-ai-endpoints).

## Aleph Alpha (Germany)

Aleph Alpha GmbH is registered in Heidelberg. On October 5, 2026 it released Kolibri, a 78-billion-parameter mixture-of-experts model with 3 billion active parameters, a 1M-token context (256K recommended), German and English, under Apache 2.0 on Hugging Face. API access is offered through a sign-up form; pricing, hosted inference location, API data handling and OpenAI compatibility are not published as of October 2026. Its PhariaAI stack installs from a Helm chart on your own Kubernetes. On September 16, 2026 Aleph Alpha and Cohere signed a definitive business combination agreement, with dual headquarters in Toronto and Berlin, Heidelberg kept as a research centre, and closing expected later in 2026 pending regulatory approval. It beats Augure for German-language, self-hosted work.

## IONOS AI Model Hub (Germany)

IONOS Group SE is headquartered in Montabaur, Germany, belongs to the United Internet Group, is listed in Frankfurt and also runs a data centre in Lenexa, Kansas. For the AI Model Hub, its data-handling page says inference runs in IONOS data centres in Germany, that prompts and outputs are processed "there and nowhere else", are never logged or written to persistent storage, are not used to train any model, and that no third-party sub-processors are engaged. The REST API is described as fully OpenAI-compatible. The catalogue covers Qwen, Mistral Small, gpt-oss and Llama models plus embeddings and OCR. The German page prices in EUR (gpt-oss-120b at EUR 0.15 and EUR 0.65 per 1M tokens); the international page shows USD. It beats Augure on price and on a written no-sub-processor statement, for EU-resident work.

## AI21 (Israel)

AI21 Labs Ltd. states its principal place of business is Tel Aviv; its about page lists Google, Nvidia and Intel Capital among its investors. It sells the Jamba open models (`jamba-large`, `jamba-mini`; Jamba 1.5 published a 256K context under the Jamba Open Model License) and Maestro, a system for RAG agents. The hosted API is `https://api.ai21.com/studio/v1` with the `ai21` SDK; OpenAI compatibility is not published, and Jamba caps `max_tokens` at 4,096. Published prices are $0.20 and $0.40 per 1M tokens for Jamba Mini and $2 and $8 for Jamba Large, currency not labelled. Its privacy policy says inputs and outputs are not used to train its models unless agreed, and that data may be processed in Israel, the United States, the EEA and the UK. The hosting country of the API is not published. Jamba also runs on SageMaker, Vertex AI and self-hosted vLLM, which is where it beats Augure.

## Nebius Token Factory (Netherlands)

Nebius is headquartered in Amsterdam; its parent, Nebius Group N.V., is listed on Nasdaq (NBIS). Token Factory is an OpenAI-compatible API at https://api.tokenfactory.nebius.com/v1 over open-weight models. Its legal guide says public endpoints have Region "Global" and the processing location "is decided dynamically"; dedicated endpoints stay in the region you pick (eu-north1, eu-west1 or us-central1). Without zero data retention, inputs and outputs kept for speculative decoding are stored in Finland; zero data retention is available. Nebius does not use your content to train models, and holds ISO 27001, ISO 27701 and SOC 2 Type II. Invoices are in USD; per-token list prices were not retrievable when we checked. It beats Augure on catalogue breadth and a contractual EU endpoint.

## Upstage (South Korea)

Upstage Co., Ltd. is registered in Seoul, with hubs in Seoul, San Francisco and Tokyo. Its Solar models sit behind https://api.upstage.ai/v1 using the OpenAI Python client: Solar Pro 4 has a 512K context at $0.30 and $1.20 per 1M tokens, Solar Mini 4 at $0.10 and $0.40, currency not labelled and exclusive of 10% VAT. The getting-started page says "we do not store or reuse any data sent to our APIs"; the privacy policy lists sub-processors in the United States (AWS, Microsoft Azure, Google) and Korea, and says free-tier API data may be used for research and development including training. Paid-API training terms sit in its Terms of Use, which we could not retrieve. It beats Augure on Korean and Japanese and on document parsing.

## How to choose

- Ask where inference runs, in writing, for the exact endpoint you will call. "EU" and "global" are different answers, and a region selector is not a guarantee unless the DPA names it.
- Ask where prompts, outputs and files are stored, for how long, and whether zero data retention is default or an add-on.
- Ask whether inputs train models, on every tier including free and preview.
- Check the parent: investors, stock listing, subsidiaries and pending mergers. Two vendors on this page are combining.
- Ask for the certification reports, not the badges, and confirm the billing currency. Three of these vendors bill in dollars without naming the currency.
- If your users write in French, test the model in French, and in Quebec French if that is what they write.
