Non-US AI API providers in 2026, by country

Fourteen AI API providers headquartered outside the United States, grouped by country, with each vendor's published headquarters, inference location, data storage, OpenAI compatibility and billing currency, and a reminder that a non-US headquarters alone does not settle jurisdiction.

Updated 2026-10-28 · Markdown version · Version française

This page lists AI model API providers that are headquartered and incorporated outside the United States, grouped by country, with the facts each vendor publishes about where inference runs, where data is stored, OpenAI compatibility and billing currency. It is for privacy officers, CTOs and developers who are asked for an "LLM API outside the United States" or a "sovereign AI API" and want a sourced answer. One caveat first: a non-US headquarters does not settle jurisdiction on its own. US investors, a US subsidiary, or hosting on a US hyperscaler can each matter, and the vendor's own trust, terms and region pages are the place to check. Facts below were checked on 2026-10-28; where a vendor does not publish something, the cell says so.

Canada

Augure

Augure is a Canadian company with no US corporate parent and no US investors. Customer data is stored in Canada. Inference runs on Canadian infrastructure and with vetted EU partners under zero-data-retention agreements, and is never routed to providers in the United States; some model tiers run in Canada, others in the EU. Accounts can be set Canada-only: requests then stay in Canada or fail with 503 residency_unavailable. Customer data is never used to train models. Limited US processing exists for payment card networks and email delivery only, documented in the privacy policy. The API is OpenAI-compatible at https://api.augureai.ca/v1, priced in CAD (ossington-5 C$1.50 and C$3.00 per 1M tokens, tofino-3 C$0.60 and C$2.00). See the OpenAI-compatible guide and the migration pages for Mistral, Cohere and ChatGPT.

Cohere

Founded in Toronto in 2019, Cohere sells Command, Embed and Rerank models and the North platform. Its Trust Center states the SaaS platform is hosted on Google Cloud in US-Central and that Cohere does not use servers outside the US; private deployments run in your VPC or on-prem. Investors include Nvidia, AMD, Oracle, Salesforce and Cisco alongside Canadian funds. On April 24, 2026 Cohere announced a combination with Germany's Aleph Alpha, with Schwarz Group to lead a Series E; the deal was pending approvals when we checked. Canadian hosted capacity is under construction in Merritt, BC. Cohere does better than Augure on embeddings, rerank, air-gapped deployment and published certifications.

Northern Inference

Northern Inference Inc. of Ontario describes itself as "an LLM API routing gateway" rather than a model provider. Tier 3 routes stay in AWS Bedrock ca-central-1 or Azure Canada East; Tier 4 routes run in the provider's region, which may be in the United States. Account data sits in AWS ca-central-1 and prompts are not stored by default. Every response carries custody headers naming the resolved region and jurisdiction. It charges the upstream USD rate with no per-token markup plus a 9% fee on credit purchases. Pick it for frontier models through one Canadian key; note that the Canadian tier runs on US hyperscalers' Canadian regions.

Qubittron Bastion

Bastion is an OpenAI-compatible API from Qubittron Consulting Inc. of Oakville, Ontario, serving open-weight models (GPT-OSS, Llama, Qwen, Mistral) plus embeddings, images, transcription and text-to-speech. Its docs place all inference on a hosting provider's AI endpoints in the Beauharnois region of Quebec, and its privacy policy says company servers are located exclusively in Canada. Training on inputs is not published. Pricing is in CAD with a free tier of 10,000 credits a month and rates such as C$0.11 input and C$0.59 output per 1M tokens for GPT-OSS 120B. It wins on price and endpoint breadth; Augure wins on its own reasoning models and residency controls.

France

Mistral

Mistral AI, Paris, founded 2023, sells open-weight and commercial models through La Plateforme and the Le Chat app. Its September 2026 €3 billion Series D was led by Samsung Electronics. Mistral describes Mistral Compute as European infrastructure, while its Mistral Large 4 announcement says the model is available across multiple regions worldwide, and its commercial terms and DPA do not name a hosting country. Training on Customer Data is off by default with published exceptions. Prices are in USD with a EUR toggle. The API uses the mistralai SDK; self-hosted vLLM exposes an OpenAI-style endpoint. It suits EU buyers and anyone who wants Apache 2.0 weights on their own hardware.

OVHcloud AI Endpoints

OVHcloud, a French company founded in 1999, runs AI Endpoints, a pay-per-token catalogue of more than 20 open-weight models behind an OpenAI-compatible API. Its Canadian product page says the service is "hosted and run in the European Union", the capabilities guide places the infrastructure in Gravelines, France, and the regions page lists AI Endpoints under Europe only. OVHcloud says it does not store user data and never trains on it. Prices are in EUR, for example gpt-oss-120b at EUR 0.08 input and EUR 0.40 output per 1M tokens. ISO 27001, SOC 2 Type II and HDS are stated. It suits developers who want the cheapest open-weight tokens from a European provider and accept EU processing.

Germany

IONOS AI Model Hub

IONOS's AI Model Hub is a managed catalogue of open-weight models (Qwen, Mistral Small, gpt-oss, Llama, OCR, embeddings) with an OpenAI-compatible endpoint at https://openai.inference.de-txl.ionos.com/v1. Its data-handling page says all inference runs in IONOS Cloud data centres in Germany "and nowhere else", that prompts and outputs are not written to logs or persistent storage, that no third-party sub-processors are engaged, and that operational access is limited to personnel in the EU. The product page lists prices with a $ sign and shows a footer entity named IONOS Cloud USA Inc. It suits German and EU buyers who need GDPR and BSI C5 scope on open models.

STACKIT AI Model Serving

STACKIT is the cloud brand of Schwarz Digits Cloud GmbH & Co. KG, the IT division of the Schwarz Group (Lidl, Kaufland), based in Neckarsulm, Germany, and "independent of external investors". AI Model Serving offers shared open models (Gemma 4, gpt-oss, Llama 3.3, Qwen) through an OpenAI-compatible API in region EU01; STACKIT operates seven data centres in Germany and Austria. Its FAQ states it does not store customer data from requests and does not train on your data. Prices are in EUR per 1M tokens, for example gpt-oss 20b at €0.15 input and €0.25 output. Note that Schwarz Group plans to invest in the combined Cohere and Aleph Alpha company.

Netherlands

Nebius Token Factory

Nebius, headquartered in Amsterdam and listed on Nasdaq (NBIS), runs Token Factory, an OpenAI-compatible inference platform at https://api.tokenfactory.nebius.com/v1/ for more than 40 open models. Its legal guide says public endpoints show region "Global" with the processing location decided dynamically, dedicated endpoints process data in the region you select, zero data retention is off by default and switched on in your account, and stored inputs and outputs are kept in Finland. Its launch release offers zero-retention inference in EU or US data centres. Nebius does not train on your content. Invoices are in USD. In December 2024 Nebius raised US$700 million from investors including Nvidia, Accel and Orbis Investments.

Switzerland

Infomaniak AI Services

Infomaniak, a Swiss company, offers open-source LLMs, transcription and image generation through an API it says is "compatible with OpenAI standards". Its announcement says the platform is "hosted entirely in Switzerland" and processes requests "without any storage or logging of requests"; its getting-started guide promises processing end to end in Switzerland. One million free credits cover a one-month trial, after which usage is billed per credit or token at month end; the pages we could read do not state the currency. It suits Swiss and EU organisations that want open models processed in Switzerland. Swisscom also markets a sovereign AI platform, but we found no public API documentation on its site.

Israel

AI21 Labs

AI21 Labs Ltd. has its principal place of business in Tel Aviv. It sells the Jamba open models, Maestro, and a lab-as-a-service model where its researchers train specialised models in your VPC or on-premise. Its about page lists backers including Google, Nvidia, Intel Capital, Samsung Next, Coatue, 8VC and Comcast Ventures. Its privacy policy says personal data may be processed in Israel, the United States, the EEA and the UK, and that inputs are not used to train its models unless agreed. The hosted API uses the ai21 SDK with a Bearer key; OpenAI compatibility and the hosting location are not published. New accounts get a $10 credit. It suits enterprises that want long-context Jamba models or custom models on their own infrastructure.

South Korea

Upstage

Upstage, with a business address in Seoul and an office in San Jose, sells the Solar models and Document AI. Its docs point the OpenAI client at https://api.upstage.ai/v1 and state "we do not store or reuse any data sent to our APIs". Where inference runs is not published; the pricing page lists AWS as the company's hosting provider and offers AWS, Azure and Snowflake marketplace listings plus on-prem. Solar Pro 4 lists at 0.30 input and 1.20 output per 1M tokens, shown in dollars exclusive of 10% VAT. Its August 2025 bridge round was led by Korea Development Bank with Amazon and AMD as new investors.

Naver Cloud CLOVA Studio

CLOVA Studio is NAVER Cloud Corp's service (Seongnam, South Korea) for the HyperCLOVA X models, available in the Korea region on Classic and VPC platforms. Basic and Exclusive plans run on infrastructure whose data centre and security policies Naver Cloud manages; Neurocloud runs the hardware in your own data centre. An OpenAI-compatible endpoint at https://clovastudio.stream.ntruss.com/v1/openai/ supports chat completions, embeddings and model listing, with documented parameter gaps. Data storage, training on inputs and the billing currency are not stated as of October 2026. It suits Korean-language workloads that must stay in Korea.

India

Sarvam

Sarvam, a Bengaluru-based company, builds models for Indian languages (Sarvam-105B, speech and translation models) and sells a dashboard, voice agents and developer APIs. Its site says "100% of data stays in India" and that it is DPDP compliant with data residency controls, and its July 2026 Sarvam Inference launch serves open models on infrastructure hosted within India. Its backers are Lightspeed, Peak XV Partners and Khosla Ventures. The chat endpoint is https://api.sarvam.ai/v1/chat/completions with an api-subscription-key header; OpenAI compatibility is not stated. Prices are in INR, Sarvam-105B at ₹15 input and ₹60 output per 1M tokens, excluding GST. Training on inputs is not published.

Aleph Alpha (Heidelberg offices) offers its Kolibri model via API, but its hosting location, OpenAI compatibility and currency are not published, and its combination with Cohere is pending. Core42 (a G42 company, UAE) sells the Compass API on a Sovereign Public Cloud built on Microsoft Azure; its API docs and currency are not published. Preferred Networks (Tokyo) sells the PLaMo API, OpenAI-compatible and priced in yen, but does not publish where it is hosted. Sakana AI (Tokyo) publishes no API documentation. AI Singapore's SEA-LION API at https://api.sea-lion.ai/v1 is OpenAI-compatible on trial keys at 10 requests per minute, with hosting and pricing not published.

How to choose

  • Where does inference run, per the vendor's docs, and can you pin a region or fail closed? Augure's Canada-only accounts, Nebius dedicated endpoints and Northern Inference's Tier 3 each answer this differently.
  • Where is data stored, for how long, and is zero data retention the default or an opt-in?
  • Are inputs used for training, and what are the exceptions?
  • Who owns the company: parent, investors, listing, and any US subsidiary or hyperscaler in the request path?
  • Which certifications are published (SOC 2, ISO 27001, C5, HDS), and which are "in progress"?
  • Which currency is billed, and does the vendor support French, including Quebec French?

Frequently asked questions

Which AI API providers are not based in the United States?
As of October 2026, providers with a published API and a non-US headquarters include Augure, Cohere, Northern Inference and Qubittron in Canada; Mistral and OVHcloud in France; IONOS and STACKIT in Germany; Nebius in the Netherlands; Infomaniak in Switzerland; AI21 Labs in Israel; Upstage and Naver Cloud in South Korea; and Sarvam in India. Each one publishes different facts about where inference runs and where data is stored, so read the vendor's own pages.
Does a non-US headquarters keep my data outside US jurisdiction?
Not on its own. A non-US company can have US investors, a US subsidiary, or host its API on a US hyperscaler, and each can matter. Cohere's Trust Center, for example, places its hosted platform on Google Cloud in the US, and Northern Inference routes its Canadian tier through AWS and Azure regions in Canada. Augure is a Canadian company with no US parent or investors, stores customer data in Canada, and runs inference on Canadian infrastructure and vetted EU partners, never US providers.
Which non-US providers run inference in Canada?
Per their published pages as of October 2026: Augure runs inference on Canadian infrastructure in Ontario and with vetted EU partners, with Canada-only accounts available; Qubittron Bastion runs on a hosting provider's AI endpoints in Quebec; Northern Inference's Tier 3 routes use AWS Bedrock ca-central-1 or Azure Canada East. Cohere's hosted API runs in the US, with Canadian capacity under construction.
Which of these non-US providers have an OpenAI-compatible API?
Augure, Cohere (compatibility endpoint), Northern Inference, Qubittron Bastion, OVHcloud AI Endpoints, IONOS AI Model Hub, STACKIT AI Model Serving, Nebius Token Factory, Infomaniak, Upstage and Naver Cloud CLOVA Studio document an OpenAI-compatible endpoint. Mistral uses its own SDK, AI21 uses its own SDK, and Sarvam documents a /v1/chat/completions endpoint with its own key header without stating OpenAI compatibility.
