Mistral vs Cohere vs Augure: three non-US model APIs
Mistral is a Paris company with open weights and an unnamed hosting country, Cohere is a Toronto company whose hosted platform runs on Google Cloud in the US with VPC and on-prem options, and Augure is a Canadian company that stores data in Canada, runs inference on Canadian infrastructure and vetted EU partners, never US providers, and bills in CAD.

Mistral, Cohere and Augure are each headquartered outside the United States and each sell a model API. The resemblance stops there. Mistral, in Paris, sells open-weight and commercial models with EU commercial terms and an unnamed hosting country. Cohere, in Toronto, sells foundation models and the North enterprise platform, with a hosted platform on Google Cloud in the US and private deployments you run yourself. Augure, in Montreal, stores customer data in Canada and runs inference on Canadian infrastructure and with vetted EU partners, never US providers. Read this if you are a Canadian privacy officer, CTO or developer choosing among the three, checked against each vendor's pages on 2026-10-28.

Where Mistral wins
- Open weights under Apache 2.0 for Small 4, Large 3 and Ministral 3, with vLLM, TensorRT-LLM and TGI documented for self-deployment. You can run them in Canada with no vendor in the request path.
- Price. Mistral Large 4 at US$1.36 and US$4.18 per 1M tokens, Mistral Large at US$0.50 and US$1.50, batch at half price and cached input up to 90 percent off, per its pricing page.
- EU jurisdiction for EU buyers: a Paris headquarters, EU commercial terms and a DPA on the adequacy and SCC framework.
- Model breadth from one vendor: OCR, speech (Voxtral), code (Codestral), embeddings and moderation, plus the Le Chat app.
Where Cohere wins
- Embeddings and rerank. Embed v5 and Rerank v5 are the fullest retrieval set of the three; Augure's published API has neither.
- Deployment choice: hosted platform, Amazon Bedrock, SageMaker, Azure AI Foundry and OCI marketplaces, private VPC and on-prem including air-gapped, where Cohere states it receives no prompts or outputs.
- Government and enterprise reach. The Government of Canada signed a memorandum of understanding with Cohere on August 19, 2025, and North 2 bundles search, generation, agents, governance and audit.
- Published certifications: SOC 2 Type II, ISO 27001 and ISO 42001, with reports under NDA.
Where Augure wins
- Canadian storage and jurisdiction. Customer data is stored in Canada. Augure is a Canadian company with no US parent and no US investors. Customer conversations, documents and AI inference are never handled by US-jurisdiction providers, so the CLOUD Act's reach over US-controlled providers does not extend to customer content. Limited US processing exists for payment card networks and email delivery only, documented in the privacy policy.
- Canadian inference today, not next year. Inference runs on Canadian infrastructure and with vetted EU partners under zero-data-retention agreements, never routed to providers in the United States. rosedale-1 runs on Canadian inference in Ontario; tofino-3 and Augure Open are served only in Canada; Canada-only accounts fail closed; every response names its
inference_region. - Training is never, with no exceptions to manage. Mistral has opt-in-by-default products and Preview models as exceptions; Cohere is opt-out.
- Published CAD prices for every model, and chat plans at Free C$0, Pro C$20 and Max C$80 per month with Enterprise and SSO on request.
- Quebec French natively, with Canadian law and Quebec regulatory context built into the models.
Switching
Both migration guides are step by step: Augure vs Mistral and Augure vs Cohere. The short version: create a key at https://augureai.ca/developers, point the openai package at https://api.augureai.ca/v1 with Authorization: Bearer aug_sk_live_..., and map model ids. Mistral Large 4 and Command A+ map to ossington-5; long-context and agent loops to rosedale-1; Small 4, Ministral 3 and Command R7B to tofino-3. Embeddings, rerank, OCR at scale and speech have no Augure equivalent and stay where they are.
From Mistral:
# Before: Mistral, mistralai SDK
from mistralai.client import Mistral
client = Mistral(api_key=os.environ["MISTRAL_API_KEY"])
response = client.chat.complete(
model="mistral-large-latest",
messages=[{"role": "user", "content": "Summarise this contract in two lines."}],
)
print(response.choices[0].message.content)
# After: Augure
from openai import OpenAI
client = OpenAI(base_url="https://api.augureai.ca/v1", api_key=os.environ["AUGURE_API_KEY"])
resp = client.chat.completions.create(
model="ossington-5",
messages=[{"role": "user", "content": "Summarise this contract in two lines."}],
)
print(resp.choices[0].message.content)
print(resp.model_extra["_augure"]["inference_region"])
From Cohere:
# Before: Cohere v2 SDK
import cohere
co = cohere.ClientV2(api_key=os.environ["COHERE_API_KEY"])
res = co.chat(
model="command-a-plus-05-2026",
messages=[{"role": "user", "content": "Summarise this contract in two lines."}],
)
print(res.message.content[0].text)
# After: Augure
from openai import OpenAI
client = OpenAI(base_url="https://api.augureai.ca/v1", api_key=os.environ["AUGURE_API_KEY"])
resp = client.chat.completions.create(
model="ossington-5",
messages=[{"role": "user", "content": "Summarise this contract in two lines."}],
)
print(resp.choices[0].message.content)
print(resp.model_extra["_augure"]["inference_region"])
Re-check after the swap: output caps are 32,768 tokens on every Augure model except tofino-3 (16,384); omit max_tokens on reasoning models; reasoning_effort: "none" turns thinking off on ossington-5; response_format json_schema is prompt-enforced on reasoning models, so validate and retry once; tools use the OpenAI schema and role: "tool" messages, with rosedale-1 pinned for agent loops; streaming errors arrive inside the stream. Run both providers for a week on the same traffic, then cut over.
Keep Mistral if
- You are an EU organisation and EU jurisdiction is the requirement.
- You want Apache 2.0 weights to run on your own hardware.
- You need speech, OCR at Mistral's scale, embeddings or moderation from one vendor, or the lowest per-token rate.
Keep Cohere if
- You need embeddings or rerank from the same vendor as generation.
- You need an air-gapped or VPC deployment run by your own platform team, or you are buying North on a negotiated contract.
- You can wait for Cohere's Canadian hosted capacity and your contract names the region.

Frequently asked questions
- Mistral or Cohere for Canadian data residency?
- Neither hosted API publishes a Canadian region as of October 2026. Mistral's terms and DPA do not name a hosting country. Cohere's Trust Center places its SaaS platform on Google Cloud in US-Central, with Canadian capacity expected late 2026 to early 2027. Both offer weights or private deployments you can run on Canadian hardware yourself. Augure stores data in Canada and serves Canadian inference tiers today.
- Which of the three is cheapest per token?
- On published list prices, Mistral: Mistral Large 4 at US$1.36 input and US$4.18 output per 1M tokens, and Mistral Large at US$0.50 and US$1.50 on the pricing page. Augure's ossington-5 is C$1.50 and C$3.00, tofino-3 C$0.60 and C$2.00. Cohere publishes per-token prices for legacy Command models only and no price for Command A+.
- Can I use the OpenAI SDK with all three?
- Augure is OpenAI-compatible at https://api.augureai.ca/v1. Cohere offers a compatibility endpoint at https://api.cohere.ai/compatibility/v1 beside its native v2 API. Mistral's La Plateforme uses the mistralai SDK, whose chat.complete call resembles the OpenAI shape; self-hosted Mistral weights on vLLM expose an OpenAI-compatible server.
- Does the Cohere and Aleph Alpha deal affect this comparison?
- Cohere signed a definitive agreement on September 16, 2026 to combine with Germany's Aleph Alpha, with dual headquarters in Toronto and Berlin and closing expected later in 2026 pending regulatory approval. It does not change where Cohere's hosted platform runs today. Mistral and Augure are not party to it.
